2003-2004 Student Government Resolution No. 14 In the Student Government Mr. Chambers introduced the following resolution. A Resolution Be it resolved by the Student Government of Woodrow Wilson High School, That Section 1. Short Title This resolution may be cited as the “Election and Campaign Rules Act of 2004.” Section 2. Constitution The self-nomination and election of Student Government members will be conducted in accordance with the Student Government Constitution. Section 3. Term of Office (a) The officers elected will serve a one-year term, which will end one week after the next election. (b) Installation of officers will occur at a special meeting. Section 4. Eligibility to Hold Office Any student who has paid class dues, maintains a 2.0 cumulative grade point average, and has no greater than two disciplinary referral forms on file for the given academic year is in good standing and eligible to run for office; provided that no person who is not a junior, or who cannot provide documentary evidence that he or she will be a senior during the next academic year, is eligible to run for Student Government president, vice president, secretary, or treasurer, or be appointed Executive Committee Chairman. Section 5. Self-Nomination Notice A self-nomination notice will be posted. Section 6. Self-Nominations Self-nominations must be made in writing and must be received by the Elections Commission in Room D-11 no earlier than 7:20 a.m. on the second-to-last Thursday in April, and no later than 2:20 p.m. on the next-to-last Thursday in April. Section 7. Candidate Eligibility Determinations (a) The Elections Commission will review Woodrow Wilson High School records to determine the eligibility of all nominees. (b) Eligible nominees will be notified of their eligibility, given a copy of these rules, and asked how they wish their names to appear on the ballot. (c) Ineligible nominees will be advised of the reason(s) they are not eligible to run for office. Section 8. Meeting with Candidates (a) On the last Friday in April, the Elections Commission will meet with all interested candidates in Room D-11 to discuss election procedures, distribution of campaign literature, observers, and other campaign rules. (b) At this meeting, a drawing will be held to determine candidate position on the ballot. (c) If a candidate is absent and does not have a representative at the meeting, an election official will represent the candidate in the drawing. Section 9. Distribution of Campaign Literature (a) The Student Government will honor any reasonable request by a candidate to distribute campaign literature to students at the candidate’s expense. (b) Requests will be honored in the order received. (c) Campaign literature must be provided to the Election Committee in a state that is ready for distribution. (d) Candidates should contact the Elections Commission to arrange a distribution. Section 10. Campaign Restrictions (a) The use of any Student Government funds to exclusively promote the candidacy of any person in a Student Government election is prohibited. (b) This prohibition applies to cash, facilities, equipment, vehicles, office supplies, etc., of the Student Government. (c) Candidates must be treated equally regarding the opportunity to campaign, and all students may support the candidates of their choice without being subject to penalty, discipline, or reprisal of any kind. Section 11. Voter Eligibility Any student will be eligible to vote. Section 12. Election Notice A notice of election will be posted on the last Thursday in April. Section 13. Observers (a) Candidates are entitled to have observers present at the polls and the tally of ballots. (b) Observers must be students in good standing at Woodrow Wilson High School. (c) Candidates may serve as observers. (d) Candidates should submit the names of their observers in writing to the Elections Commission no later than three days prior to Election Day. Section 14. Election Day (a) The election will be held on the first Thursday in May. (b) Students will be asked to identify themselves at the polls. (c) After determining that a student is eligible to vote, the Elections Commission will mark the student’s name off the eligibility list. (d) The student will be asked to sign a voter register, be given a ballot, and instructed to vote in secret using one of the voting booths available for the election. (e) All members will be required to use the voting booths. (f) No campaigning will be permitted in the polling area on Election Day. (g) Only the Elections Commission, candidate observers, and students who are voting or waiting in line to vote will be permitted in the polling area. Section 15. Tally of Ballots (a) Ballots will be counted by the Elections Commission after the polls close. (b) Write-in votes are prohibited. (c) The candidate who receives the highest number of votes cast for each office will be declared elected. (d) Any tie votes will be decided by a coin toss conducted by the Elections Committee after the tally is completed. Section 16. Election Results The election results will be posted after the tally is completed. Section 17. Election Records The Student Government secretary is responsible for maintaining all nomination and election records for at least two years after the election. Section 18. Questions or Problems (a) Candidates and students with questions about the nomination or election procedures should contact a member of the Elections Commission. (b) Any violation of these rules should be reported promptly to the Elections Commission so that corrective action can be taken. Section 19. Protests Any member may challenge a Student Government election by filing a protest in writing with the Elections Commission within 2 day after election results are posted. Section 20. Exclusivity (a) The above mentioned rules are not all inclusive. (b) Additional election rules or clarifications may be issued by the Elections Commission as needed during the nomination and election period. Section 21. Amendments These rules may be amended at any regular meeting of the Student Government or Elections Commission by a majority vote, provided that the amendment has been submitted in writing at the previous regular meeting.
