Student Government Constitution
Woodrow Wilson High School
Article I
The name of this organization shall be the Student Government of
Woodrow Wilson High School.
Article II
The purpose of the Student Government shall be:
(a) to bring young people into the political process and to provide an
opportunity for them to find political expression and recognition;
(b) to foster and encourage the activities of the student body and to promote
its ideals;
(c) to collect, analyze, discuss, and disseminate information concerning student
affairs; and
(d) to advise, coordinate, and promote the activities of students.
Article III
The maximum membership of the Student Government shall be
limited to 37 members:
(a) five Student Government officers;
(b) sixteen class officers; and
(c) sixteen class representatives.
Article IV
Section 1.
(a) The officers of the Student Government shall be a president, a vice
president, a secretary, a treasurer, and an Executive Committee chairman.
(b) These officers shall perform the duties prescribed in this constitution and
by the parliamentary authority adopted by the Student Government.
Section 2.
(a) The members of the Student Government from each class shall be a president,
a vice president, a secretary, a treasurer, and four representatives.
(b) These members shall perform the duties prescribed in this constitution and
by the parliamentary authority adopted by the Student Government.
Article V
Section 1.
The officers and members shall be elected by ballot to serve for one year or
until their successors are elected, and their term of office shall begin one
week after their election.
Section 2.
No person shall hold more than one office at a time.
Article VI
Section 1.
The regular meetings of the Student Government shall be held on the fourth
Thursday of each month from September to May, inclusive, unless otherwise
ordered by the Student Government or the Student Government sponsor.
Section 2.
(a) Special meetings may be called by the President, the Executive Committee, or
the Student Government sponsor, and shall be called upon the written request of
a majority of the members of the Student Government.
(b) The purpose of the meeting shall be stated in the call.
(c) Except in cases of emergency, at least three days' notice shall be given.
Section 3.
A majority of the members of the Student Government shall constitute a quorum.
Article VII
Section 1.
The officers of the Student Government--including a chairman nominated and, by
and with the advice and consent of the Student Government, appointed by the
president--and the class presidents shall constitute the Executive Committee.
Section 2.
The Executive Committee shall:
(a) have general supervision of the affairs of the Student Government between
its business meetings;
(b) fix the hour and place of such meetings;
(c) make recommendations to the Student Government; and
(d) perform such other duties as are specified in this constitution.
Section 3.
The Executive Committee shall have full power and authority over the affairs of
the Student Government, but none of its acts shall conflict with action taken by
the Student Government.
Section 4.
(a) Unless otherwise ordered by the Executive Committee or the Student
Government sponsor, regular meetings of the Executive Committee shall be held on
the first and third Wednesdays of each month from September to May, inclusive.
(b) Special meetings of the Executive Committee may be called by the president,
the chairman, or the Student Government sponsor, and shall be called upon the
written request of a majority of the members of the Executive Committee.
Article VIII
Committees, standing or special, shall be appointed by the
president as the Student Government or the Executive Committee shall from time
to time deem necessary to carry on the work of the Student Government.
Article IX
(a) The rules contained in the current edition of Robert's Rules of
Order Newly Revised shall govern the Student Government in all cases to which
they are applicable and in which they are not inconsistent with this
constitution and any special rules of order the Student Government may adopt.
(b) The rules contained in the Constitution of the United States
of America and the Constitution of the State of West Virginia shall govern the
Student Government in all cases to which they are applicable.
Article X
This constitution may be amended at any regular meeting of the
Student Government by a two-thirds vote, provided that the amendment has been
submitted in writing at the previous regular meeting, or at any general election
by a majority vote, provided that the amendment, signed by 25 percent of the
student body, has been submitted in writing at the previous regular meeting.
